We have broken up the email templates into a number of individual templates.  You can preview and import them from http://templates.marketo.com

Hello ... have the templates been changed? Or do I not have access to them? Our subscription type is SMB - Select.

Here's a screenshot of what I see when I look for the "Responsive Email Templates".

Please follow the directions to import from the Marketo program library (http://community.marketo.com/MarketoArticle?id=kA050000000L7xvCAC).  Some screenshots attached here to help you

We have over 25 responsive (ie, mobile friendly) templates in the program library that you can import and use.  These templates have been tested on a variety of devices and are known to work well.  However, we do recommend that you test with our deliverability add-on (or some other product like litmus/emailonacid)

Nothing that specifically addresses mobile, but the Email Deliverability Power Pack includes Email Previews.  IIRC this includes previews on different devices courtesy of an IBM product.
