Mixing Triggers and non-triggers in a smart campaign

Hey! Just want to get a sanity check on something. Let's say I created a trigger campaign that looks for someone who fills out a form and that their Food Preference is Apples.
 
So if Fills out Form A and Food Preference is Apples Do this
 
But prior to the form fill their Food Preference is set as Oranges.
 
Am I correct in thinking that when they fill out Form A  and their food preferences are updated to Apples, that the first trigger will happen? Wanted to confirm if the trigger campaign is looking at the value of the Food Preference at the time of the form fill or after.

You were right to wonder, by the way, because while the trigger + filter are guaranteed to operate on the new values, a choice in a flow is not.

Thank you so much for always commenting! I didn't know about the restrictions on the flow, luckily we don't do that here!
