We disabled our Marketo/Salesforce sync this morning due to an "Invalid Credentials" message yesterday afternoon. Marketo is marked as "Disabled" and last sync happened early morning EDT BUT in the Marketo user login history in Salesforce, Marketo seems to be trying multiple times every second to login in Salesforce creating a "Login Rate Exceeded" message.
So it seems that the sync, even if disabled, is still trying to happen.
Has anyone else run into that issues? We've been trying to solve this for the past 6 hours.

That should not be the case.
Please provide a screen shot of the salesforce section in the admin.
It is strongly recommended that Marketo sync user in SFDC uses a dedicated profile with a "password never expires" system right. This will prevent this types of incidents...

I am fairly sure it is caused by campaign flow actions that communicates to Salesforce (such as Sync to SFDC). Maybe someone from Marketo can confirm. Or I suppose you can easily test it by running a single flow action a couple of times and see if it logs something in the SFDC login history.

Go to Marketing Activities -> Campaign inspector and filter the view with the "sync" and "SFDC campaign" keywords. See what Smart campaigns show up. Access the active triggered and planned batch, and stop them.
BTW, If you have more than 10 of them, you have a design problem. These flow steps should be centralised.
Check also the campaign queue in case some of these are being queue with some high volume of pending records.
If after this the problem remains, you should call support in, they will be able to tell you what kind of callas are being made.

I apologize, I just saw all these messages, we've been trying to get a hold of both Salesforce & Marketo to figure what is happening. According to Marketo, the sync is not disabled even if it says it's disabled, and Marketo keeps doing API calls to Salesforce even if the API calls limit has been reached.
What do you call the "campaign inspector"? Is it the search tool under the Marketing Activities?

Also, I did a massive SFDC Sync right before it hits the API call limit. I had assumed that the SFDC sync had stopped after reaching the API limit. But does it?
No it does not if it still in the backlog. Hence a look at the "Campaign Inspector"

when on the Marketing Activities home page, you should see the Campaign Queue and Campaign Inspector tabs at the top:
If you do not see the Campaign Inspector, go to the admin -> Treasure chest and activate it.

Thanks a lot, Grégoire. Ultimately it seems that the Person action > Sync to SFDC that I ran on Wednesday made us hit the API limit, and instead of interrupting the action when reaching the API limit, it kept trying to sync/log into SFDC. It seems that there is no way to interrupt/pause a Person Action that has been triggered. We had to request an increase of API Calls in order to allow Marketo to finish the flow otherwise it was blocking all our other systems connected to SFDC.

The person actions being processed show in the Campaign queue. Hence my recommendation to give a look there.
