Is there a bug with the "add to engagement program" function?

I created a smart list and used "add to engagement program" in my flow.  According to my results, I should have 44 leads going into my engagement program; however, only 2 leads were added as members to my engagement program.

Is there an existing issue with this function?

Did 44 people qualify for the add campaign? Are the 2 people Engaged or Exhausted?

2 people are listed as members of my engagement program, whereas I expected to see 44 as members.  My original smartlist was 100+, but the results indicated 44.  I assumed the filters for unsubscribed and bounces, etc. reduced the results down to 44.

My engagment program does not have any additional filters to reduce the number further.  I have not run my engagement program yet, because I wanted to see if my members populated correctly first.  Am I following the wrong logic here?
