Integrating Marketo with external App

Hi

We want to integrate Marketo App with external service ( Different team is building it which is web application), they are using 'Import Lead' ( http://developers.marketo.com/documentation/rest/import-lead/) REST api to import leads from their app to Marketo, but they are getting 'Access Denied' error. Marketo user with wihch they are doing import is having full access(including API), Is there any setting need to do in Marketo to accept such API Calls, please through your inputs.

There are a couple possiblities. Are they refreshing the access token every hour? And the other thing to consider is are the appropriate permissions assigned to the API role for the user?
