We create many programs, nurture programs, drips and enewsletters. And some programs select a large group of members.
though, we continue on many programs, and I find some members still missed out. They have not receive even an Email within past 120 days.
When members are active with us within past 120 days, they will be one of engagement members.
so when I want to increase engagement rate, it must should be sure that all the members can receive at least an Email within past 120 days.

To reflect performance correctly, we don't want to contaminate the denominator with a hollow count. While you can address the database health as a separate exercise, if you have members who have not been sent emails, and thus missing out any chance of activity, you'd want to assess whether those members are marketable at all, or what are the reasons Marketo is blocking them?
