No...at least if I understand you right. If the lead has a Name, but no other info, it wouldn't be Anonymous anymore, but that sounds like a situation where someone imported just a name.
Anonymous leads are just ID#s from someone who visited your website. They become Known when they provide an email address. So you can't create an Anonymous lead from a list import.
