How to identify a lead when he/she visits a web page?

We have a requirement to identify the Lead using API's when Lead visits one of our webpage. How can we achieve this using  SOAP/REST API's? Only information we have access is Munchkin code and cookie set by Marketo on the webpage.

All our leads are already identified and maintained in lead database. We just need to identify who is the Lead who accessed the webpage and we want to get his Lead ID and otehr information when that page loads so that we can run our custom code for that Lead.
