How do I use the 'Member of Engagement Program' Filter?

It seems I have no choice, since the 'employee' who chimed in didn't even read the discussion before throwing something out there, and I know I'm doing what you're suggesting, but my tests have False and 'is not' as working rather than False and 'is'.

I'll open a case and leave this open until I have an answer. Thanks!

Okay, Support has confirmed that you are correct. It is meant to be FALSE and IS (or IS ANY) rather than FALSE and IS NOT, as I had been originally trained by Marketo.
