Excluding duplicate leads when using "Not Opened Email" filter

I have an email program that was set to send email A to leads who had opened email X and a second email program set to send email B to leads who hadn't opened email X. However, I looked in my campaign after it ran and noticed it was sending both emails A and B to the same email addresses because those email addresses have duplicates. So even if leads had opened the email, some of them also had duplicates in the database who technically didn't open the email.

Is there a way to set up the program so it would take into account the duplicate leads? The only other thing I can think of to do is to create one email program to send both email A and B and then add a "not opened email" choice in the flow step. Would that take duplicate leads into consideration and screen them out? Or would I still have the same problem?

If they are separate programs or campaigns and the leads can qualify for both, they will get dupe emails.

You can filter both smart lists such that 

Member of Campaign NOT IN Campaign Y

or try

Campaign A:
Opened Email IS X

Campaign B
Was Sent Email IS X
Not Was Opened IS X
