I would like to create a new email template, but I do not know html. Is there still a way I can create a template without a developer?

Be sure to do a quick search in the future to see if others have asked/answered questions similar to what you have. We have used Perkuto in the past and we also use Knak templates as well.

Have you moved to email editor v2? If so, Marketo provides a email template library that is a starting point.
