Also, the question is more what your addressees use than what you use internally: It's likely that nowadays your internal Notes user are used to receive ill-formed emails

Quick question. We are playing around in our sanbox and we have 19 starter templates. I that the correct count? Not a complaint at all, I just wanted to be sure we were seeing all of them!

The starter templates are a very good starting point to create you own v2. But on a large team, there a quite dangerous tool as they enable all users to drift away from corporate guidelines and be "far too creative". Once you have created your own templates, you may consider disabling them, at least in a large, mutli BU or multi country team.
