Do I need RCA to have the Program Analyzer work in analytics?

No, you don't have to have to have RCA, but you do have to have a Period Cost associated with every program that you want to analyze ... 

You can do that by going to program setup:

FYI - Even a cost of $0 will flag them to be pulled in.
