Developing Empty Email Templates with Module Support

Does anyone know if it's possible to create an empty Email Template (with a container) that has modules?

I'm currently working on a custom email template that has a number of Modules built into it. When I create the new email using the template it populates the email with all the modules added. I then have to either remove all the pre-added modules from the content tab or edit the code. This isn't optimal functionality for my users.

Is there a way to have the default view be empty when a user creates a new email?

Any help would be appreciated, thanks!

I figured it out thanks. Needed to include the mktoAddByDefault=false attribute. Thanks!
