I think it's highly dependent on your salesforce profiles. If they are able to see all leads, then that view should enable them. For my reps, they are only able to see leads that they own based on the profiles we have built out. However, for upper management, they are able to see all leads, and in order to view a specific lead owner they use a filter. For instance, since I have the ability to view all leads (muahahaha), in my best bets I see all leads for the database.
