Is there any report that will show the click to form fill ratio?

Not out of the box. The Landing Page performance report show the visited to fill out ratio.
To go deeper, you will need to use some UTM parameters and hidden fields and teh you can use RCA or some smart lists to figure it out.

is there a way to measure the year average? I know in email performance it shows average at the bottom but i noticed when i built this out you can't see average a the bottom?
As the reports cannot be modified, I am afraid not.
This can be done in RCA, BTW.
