Can you change a program's channel after a new program has been created?

You can change the program's channel, if the program doesn't have any members.

Once the program has members with channel-specific progression statuses, changing the channel would break the status validation.

If you remove all the members from a program, can you change the channel and then add those leads back in with the new progression statuses?
