Can you send an e-mail through salesforce using Marketo (like ActOn can)?

Sales Insight allows you to send emails from Marketo.  Additionally, your MSI users can get an Outlook plug in that will allow them to send Sales emails from Outlook (either Marketo template or basic emails) and track them as Sales Emails in Marketo.
