Programs: not really. The paradigms are too different.

Assets: depends on which asset types. On the one hand, the Marketo REST Asset API is quite robust: static files can be created relatively easily.  On the other hand, merely copying the HTML of an email doesn't make it a Marketo Email 2.0 modular email.
