Can't See "Add Stream" Button

Why can't I see the Add Stream button when I go to Streams in my engagement program? It only lets me make one stream. Do I need to enable something?

Some packages do not include additional streams.  If you have Spark, Standard or Professional, you do not have access to add multiple streams to an engagement program.

Its not completely intuitive to find it--the Add Streams button is on the Streams menu bar--to the right of "New" and "Program Actions"
