We have a business use case for same leads to be targeted in different workspaces.
Is there a way to allow a lead to exist in more than one lead partition?

You can ask support to set a dedupe rule that is different from the standard one, which is based on email addresses. You can ask for email+business unit or email+partition
Workspace cannot be used as a dedupe key element, because it's not an attribute of the lead. Partitions are.
Be careful with your data management smart campaigns when you use a non standard dedupe rule. you need to make sure the fields you are choosing are field out.
email address + partition can be a good choice if your various workspaces point to a distinct partition and the default partitions are correctly set on your workspaces.

Have you done this in past? Could you highlight any major cons to this process? I'm wondering how Marketo will attribute activities to these leads? We also have munchkin (which is not work space specific as of now) on our web pages, so the web visits will be logged against which lead (if duplicates exist)?

The web visits will be logged against the correctly tagged user or both.
The only concern with the dedupe rule is that you can still encounter errors when uploading to another Partition when both emails exist. Largely it does work and creates dupes in correct Partitions when using Forms or API.

It's better to set up workspace specific munchkin codes, in you can (meaning if your 2 audiences visit separate web sites, or separate sections of your web site).
