Can I easily build a list in Marketo of all of the leads that are NOT synched with Salesforce?

  I.e. they have no corresponding SFDC record ID.  If so, what is the easiest way to do this? I cannot seem to see where I can do this in a smartlist or a campaign. The fields are not available as attributes to filter on.

You'll probably want to use the SFDC Type filter, and use the Is Empty operator.  This will find any records which do not have and SFDC type.
