The bulk lead extract api to fetch updated leads not returning leads for which company fields are updated e.g: If for a lead 123 "Billing City" is updated but this lead is not present in the response. Is this the correct behaviour?

Company is a different object, and changes to Company fields do not represent changes to the related Marketo Person.

If only the Company fields are updated, that’s not a material update to the Person. Are you using a CRM-connected instance?
Yes we have a salesforce instance integrated with our marketo.
