Jeff,

Do Black Listed people get automatically excluded from emails (like opt outs) or is there an additional rule that needs to be set up? Also, do people from EXCL lists get excluded or again needs to be excluded by rules?

Blacklisted people are excluded from the emails, For the EXCL list, you need to set certain rules to exclude them.

AFAIK, and to be more accurate:

• blacklisted leads are excluded from all "send email" flow steps and email programs
• Non blacklisted lead that are duplicate of a blacklisted one are also blocked
• BUT the email address of a blacklisted person can be used as the addressee for a "send alert" flow step.

P.S. You shouldn't use abbreviations like this that don't have an established definition.  The four capital letters "EXCL" aren't special, they may merely be part of a personal naming convention. And, as Ronen notes, if you want them to be "exclusion lists" that's only via rules you create. You can have a list that starts with "EXCL" and have it be an ​in​clusion list.
