Automating Salesforce Campaign sync via API

Hi all,

In short: is there a way to set/trigger the Salesforce Campaign sync of a Program through an API?

Explanation

We are building an app to be used by our meetup leaders/organizers around the world to check in people to their events.

What we want the app to do:

1. Scan a QR code (that they get by having an account with us).
2. The QR code returns their profile ID.
3. The app can use the ID to retrieve their email address from our database.
4. Create/clone Marketo Program.
5. Add scanned users to Program.
6. Create Salesforce Campaign for the Marketo Program so users are synced.

The only step we can't automate yet is step 6. 

Does anyone know if there's an API or another way to automate the creation of a Salesforce campaign for a specific Program in Marketo?

You actually mean "Program" everywhere you're saying "Smart Campaign." Would be good to edit that for clarity.

In any case: this has been asked before and no, this particular step cannot be done programmatically.
