Automatic Status Changes for Webinar Channel Programs

I recently noticed via the lead activity log that Marketo is changing a lead's status from "Not In Program" to "Invited". Viewing Activity Details, the reason is "Filled Out Form", but no campaign is associated with this activity and I don't have any flows set up to change the progression status to "Invited".

It doesn't seem to cause an issue since the lead is immediately changed to "Registered" by campaign flow I've set up to handle registrations, but I just don't understand why it has to go through "Invited" first.

Curious if anyone knows the answer?

If a landing page is local to a program and a lead fills out a form on that landing page, we automatically add the lead to the membership of the program with the first status.
