Are the users that can be selected to receive the new ABM weekly reports MKTO users or CRM users?

Trying to decipher if the weekly reports within ABM for Account Team members are sent to Marketo users or CRM users.

I believe these are CRM users as "Account Owner" is defined in CRM.  These users do not need an account/seat in Marketo.
