I think it would be easier and make more sense for it to be rewarded to Community members the first time they submit for a Revvie (similar to the User Group and Summit rewards).
THat is actually referencing those that unlocked that reward in 2013. We don't have one for this years because we are preparing to launch a new community soon, so all the rewards will be re-designed.
