This is a minor thing. But I do case surveys every time, religiously, after I close a case. But the Case Survey email fires through immediately after case closure.
I think there should be a 5 minute delay on this email. If you haven't completed the case survey by then, fire the email by all means!
I think we already have a solution for this, but reach out to me directly at firstname.lastname@example.org so that I can validate that I am understanding what you are trying to accomplish.
