Trying to set up an email campaign that will send to a contact if they have filled out a form more than 7 days prior and it will be on going. Is there certain criteria for "in past before" to show up?

As I am looking into some history of certain campaigns I am noticing that not everything is being tracked. For instance, I have a campaign that was deactivated and it is not showing up. Any ideas why that would not show up? The November 9th shows up, but not the October 22
