When we design program templates to be cloned, We would sometimes want to limit the possibility that some user inadvertently change the program token structure an break some assets doing so.
It would greatly help to have a permission to restrict what some users can do with program tokens. People would not have this permission would only be allowed to edit token values (local and inherited) but not add nor delete tokens in the program, nor change the token names. On the other hand, super users would have the right to create program templates and define the tokens.
