New Lead from Contact - Campaign Not Carrying Over

I realize this might be a bit "non-standard" but here it goes... We often send emails to SFDC Leads and Contacts together. For these emails, we have a Clicked Listener campaign and the Flow Steps include creating a new Lead in SFDC (even if they were already a Contact record), assigning the Lead to a queue and adding the Lead to a SFDC campaign.

This works as expected unless the clicker was a Contact already in SFDC; in that case, a new Lead is created and assigned to the correct queue, but they are NOT being added to the SFDC campaign. Any ideas on why that step isn't working?
