Triggers and Waiting

If i create a trigger in a smart list and under flow I ask it to wait 30 days before calling a webhook, is it going go off what was triggered before the 30 days or is it going to wait 30 days and check the smart list to see if lead still applies (like i'd expect it)?

I just want to make sure I'm not going to make some people unhappy by texting them and they already reengagged with the company.

It's going off the initial trigger. If you want it to check, you can add a condition to the webhook to recheck the smartlist and only move forward if still on the smartlist.
