But it turns out that people who opened the 2 emails were being sent to stream 1, I'm wondering does Marketo automatically send people to the first stream no matter how? I can't figure out why the second group of people was not added to stream 2.

There's a few things that could be going on here - we'll need you to provide us with more specific detail in order to be able to pinpoint the exact reason why it's not flowing as you expect, and then be able to provide pointers on how to resolve it.
If you could provide screenshots of the smart campaigns that are handling the stream assignment that'd be ideal - both the smart list and flow step parts 🙂
