If this is a batch campaign, it will not work as tokens are not supported in the "send alert" flow step of a batch campaign - only trigger campaigns. See the bottom of this page: Send Alert - Marketo Docs - Product Docs

Yes, that is pretty much what i did, but clear out the Send To: field.
