Are we able to schedule two emails a day apart using the same smart list or is a smart list only allowed to be used once ... and then once it's deployed, we can send to that list again?

One you create a smart list you can use it as much as you like. Do you mean Smart Campaign?
If its a smart campaign
What you want to do is use a wait step. In the flow section of your smart campaign you send the email then add a wait step of say 24 hours and then send the second email. See my screenshot below:
You should also move this question to the product board using the move button on the right hand side. It will have more visibility there as well as being product related.
