Question About "Not Opened Email" filter

I'm creating an operational program to marketing suspend leads who have not opened a single email in the last 6 months. It seemed straightforward at first, but now I'm second guessing the way the "Not Opened Email" filter actually works. Wondering if anyone out there with more technical knowledge can help. Please see the screenshot below.

Consider the following example: a lead has received 20 emails in the last 6 months. He opened all of the emails except one. Because he did not open that one single email, would he qualify for filter #2, since it is using "email is any" as the operator? Or, would he only qualify for the filter if he had not opened any of the emails delivered in the last 6 months?

Maybe I'm overthinking it, but I'm just curious to know if anyone out there has an answer to this. One reason for my concern is that it seems like the primary purpose of this filter is to find leads who did not open a specific email, in order to re-send the email to them, rather than capture all leads who have not opened any single email in a time frame.
