I've been trying to find character count limitations for In-app and push notifications per Operating System, does anyone have that kind of details that can share.

According to that site - The ideal character limit for push notifications is around 39 characters for the title and 150 characters for the message. This limit ensures a full display of push notification and applies to most devices, browsers, and operating systems.

I understand there are limitations from the Marketing Automation Platform as well on regards to the amount of characters but also on Message Frequency, for example from what I can see Marketo doesn't allow for a title in push notifications (am I right?)
