My suggestion about reinsertion in a program was for 1 blocked lead only, as a test This is to see whether the problem remains or not.

When we are able to identify the issue has occurred we can indeed manually force them over with no persistent issues.
This is extremely strange, then, as if the first time you added the lead to the program, Marketo did not even try to sync the campaign member...
Have you logged a support ticket (I think you should)? What did they say?
Isn't it just! We were hoping to find enough people who had it to make a case that it is a bug that Marketo doesn't retry but we seem to be alone at the moment
We did indeed but the examples we had that hadn't been quickly resolved by our greater team were too old to troubleshoot so we are back on the look out in our instance. If only a report would show us or alert it - it would be easier
