Outlook Background image get mso 9

The age old problem with outlook and email clients.

Apologies if this question has been asked before... I assume if I add in the <!--[if gte mso 9]> code into the html file this will work but the image is not editable through Marketo or is there a better way to do it?

<!--[if !mso]>

         <meta http-equiv="X-UA-Compatible" content="IE=edge" />

  <![endif]-->

<td bgcolor="#2c98ce" style="background-image: url('http://www.domain/img_name.jpg');" background="http://www.domain/img_name.jpg " width="600" height="120" valign="top">

     <!--[if gte mso 9]>

        <v:rect style="width:600px;height:120px;" strokecolor="none">

           <v:fill type="tile" color="#2c98ce" src="http://www.domain/img_name.jpg " /></v:fill>

        </v:rect>

        <v:shape id="theText" style="position:absolute;width:600px;height:120px;">

        <![endif]-->

<!--[if gte mso 9]>

        </v:shape>

     <![endif]--></td>
