Opening offline event process in marketo

Can someone please assist in opening an offline event in marketo. if the registration page is non marketo how could the Leads from registration form be managed so the rest of the campaign will remain in marketo local flow

You would have to use the Marketo API to push the leads into Marketo.  Then you can pick them up and put them into a program and run the flow.
