Number of members differs from number sent

Hey guys,

I have an email program that was to email to 15K people. Only 7k was sent. I've checked these:

- Black Listed is false

     - Unsubscribed is false

     - Marketing Suspended is false

     - Email Invalid is false

     - Email is not empty

     - Email contains @

     -communication limits haven't been reached.

Any ideas on what might be wrong?

Please provide your Email program's smart list filters and a screen shot of your Email program's control panel showing the Audience Leads Blocked counts.
