Newsletter Program or Engagement Program?

'When you say a "Newsletter Template program" am I correct to assume that you are creating an engagement program, using that to send the newsletter, and are suggesting that I clone that each time?

no -- just an email program.

Side note - you only get like 25 engagement programs per instance by default -- once you use them up, you have to re-evaluate your options...
