We rebuilt our nurture from being in 3 different engagement programs to one engagement program with streams with all the same content. How do I ensure the leads receive an email for the next cast? (Want to make sure that if they don't qualify for the casted program that they move to the next cast)

same content means
except for case #1, Marketo will by default send the content again. And for case #1, it will not send the content again, whatever you do. You need to clone the emails and re add them to the streams.

We are using programs in the nurture with the exact same programs in a new nurture.
are you adding people as members to the sub programs when they run through the smart Campaigns ?
if so, then no EP will be able to send them through these programs again.
After Er the first cast, Marketo will mark them as exhausted content, and you will be able to move them to the next stream. You should rather test all this as any miss in the whole process will drive to unexpected results.
