Member of Program = False

Hi all - Super quick question. Maybe I'm thinking too much into this but figured I'd clear up on the community.

When I throw in a filter for "Member of Program", set it to "False", and use a sample program name of "Newsletter", what exactly is this filtering?

Is it:
1) People that are a member of a program in Marketo, but not a member of the Newsletter program
2) Everyone in Marketo that is not a member of the Newsletter program, whether they are in another program or not

I believe it's looking at Option 2.

Be careful when you use Member of Program = False b/c you can run into double negative issues. i.e. "Status IS NOT ..."

one additional question:

Does it mean CURRENTLY not Member or has never been?
