I've uploaded a list and it shows that there is 13K leads, however, on the control panel it is still saying there is 0 leads. I keep refreshing it, but it still shows 0 leads.
Please attach a screen shot of the 'control panel' that doesn't display your newly imported leads. Which filters are you using to display these leads?
We've never imported leads into an Email program, so I can't compare what you are seeing to my experience, but It seems like it is a bug that the Email program control program doesn't display a Lead count - especially in light that it displays a Blocked count. You may want to open a case with Marketo tech support to research this further.
Was your second screen shot of a list overview from when you clicked the '0' link in the Email program control panel?
