List import and lead creation

If I create a list inside a program, import a list of records into that list, and send an email to that list, do those records immediately get added to the Lead Database (as known leads)?

Just to clarify here, as soon as the list is imported they're added to your "known leads", regardless of whether or not you send them an email.
