We recently launched a marketing campaign promoting a whitepaper. It is possible at program level to run a report which shows all the campaign members with a score =or< 75 and members with a score >75?
The idea is too see the overall performance of the campaign and being able to see the leads that are still in the nurturing step and the ones that have been transferred to SF as MQL (>75+).

Yes, you can do this with a smartlist. Use filters for both lead scores. The smartlist will generate a list of leads that meet your filter requirements.
Yes, if you run a smart list of "Member of Engagement Program" and "Score" is "greater than or equal to" 75 that will show you the leads.

What type of program is it? If it's just a stand alone campaign then you can either create 2 smart lists as per Jamie's instructions to see who are members of the campaign. However if you actually want to see who has engaged with the program then you need to create a smart list with the following filters:
Member of Program: (name of program)
Success = True
AND
Lead Score
More than 75
And then repeat for those below 75. This will show you who's actually interacted and become a 'success' in your program.
