Importing leads in Multiple List

Hi,

I have a few question related to importList API. 

1) What is static list? On Marketo UI, there are two places where list is present. One is under Lead Database tab, and         other one is under Marketo Activity tab->Program, which one of these is static list? I was trying to connect to both type       of lists using API, but was able to connect to list under Lead tab. I am not able to connect to list under program. Can         you please give us more info about static list? 

2) Is it possbile to send two import request on same list simultaniously?
   
3) Is it possible to send two import request on two different list simultaneously?

Any pointers are really appreciate.

I have recieved errors from Marketo when I tried to run import using importToList API on two different list. Error Code I recieved is 20134, which is not listed anywhere.
