Can someone please point me to instructions on how to set up the "referral offer" under program's local asset?

I would like more information on this as well. I tried to work on one of these and the flow just didn't seem right to me. I watched what was done in the University courses and perused the docs - but wasn't very intuitive when I tried to do it myself.
